Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if European countries would defend Ukraine.

"However, until we don't have such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
